Bruce Talley

Bruce Talley is the Founder and CEO of Destination Moldova and Destination Ukraine, initiatives that connect global investors, manufacturers, and developers with new opportunities in Eastern Europe. Over a career spanning capital markets, international event operations, and investment development, he has managed or originated more than $2.1 billion in transactions worldwide.

Mr. Talley began his career in American capital markets in California, selling municipal bonds and loan participations and managing West Coast Sales for an investment bank. He later acquired and developed commercial land for his own ventures and partners before founding Destination Sochi, Destination Rio, and Host City Services. These firms provided destination-management and operational services for major events including multiple Summer and Winter Olympic Games (Sochi, Rio de Janeiro, Korea, Japan), major music festivals, and post-disaster logistics—earning top rankings for customer satisfaction and total billings in their sector.

Mr. Talley left Russia in 2014 following its invasion of Ukraine and has since devoted his efforts to advancing the security and prosperity of Ukraine and now Moldova. He has been active in the media and before members of Congress, advocating continued U.S. and international support for both nations as vital democratic partners and future NATO members. He emphasizes that Moldova’s security and economic resilience are not only moral imperatives but also key U.S. national-security interests.

In the region, he has spoken at the KyivBuild Conference to the Ukraine Mayors Club, at a trade conference in Zhytomyr (2025), and organized a trade mission of Ukrainian mayors to Washington D.C. and New York. He authors the Inside Ukraine Newsletter and has brought technology, AI, and modular-construction investors to Kyiv and Western Ukraine. The CEO of a modular-building company and the CEO of a private-equity firm have each traveled with him—twice to Ukraine and once to Moldova—to explore industrial-park and manufacturing investments.

Mr. Talley is a recognized voice in modular construction and emerging-market investment. He has appeared on Dave Procida’s Elevate the Industry, the Modular Builders Institute Podcast, Construction Disruption, and the Investor Fuel Podcast, and will be featured on the INSEAD Emerging Markets Podcast with Nick Lall. His commentary and work have been covered by The Atlantic, Modular Advantage Magazine, NBC News San Diego, KPBS Radio, and Turkish National Television.

With more than two decades of experience at the intersection of finance, construction, and international development, Bruce Talley continues to bridge global capital with high-impact projects advancing the economic and strategic future of Moldova, Ukraine, and the wider region.

What We’ve Done
  • Organized investor and executive visits to Moldova and Ukraine to explore modular-construction and industrial-park opportunities.

  • Partnered with the Destination Ukraine initiative, which has successfully brought technology, AI, and manufacturing investors to Eastern Europe since 2023.
